On December 15, Governor Hochul signed the Puppy Mill Pipeline Bill (S1130-Gianaris/A4283-Rosenthal) which bans the sale of puppies, kittens and rabbits in pet stores throughout NYS. The bill’s effective date is 12/15/24 giving pet stores the time they need to transition and rebrand to humane pet supply stores. These stores can host adoption events and build a new customer loyalty based on their humane practices. The bill passed with overwhelming bi-partisan support in both houses of the legislature.
