Why Join the Federation?
You’re part of a statewide organization that speaks out on behalf of animal shelters and rescues. On December 15, 2025, when the Companion Animal Care Standards Act for Shelters and Rescues comes into effect, all shelters and rescues will be licensed as animal shelters in the state. The Federation uses the term shelter to include both.
We monitor legislation and work to pass or defeat bills based on their impact on the state’s network of animal shelters.

Active Affiliates are New York-based humane societies, SPCAs, municipal and not-for-profit animal shelters as well as national animal organizations.
Advisory Affiliates are groups, not detailed above, that have a vested interest in and active participation in the care of companion animals suffering from or at risk of homelessness.
Our Affiliate Dues Structure is based on organizational budgets:

| Budget of $250,001 to $500,000 | $350.00 |
| Budget of $500,001 to $1 million | $600.00 |
| Budget of $1 million to $5 million | $900.00 |
| Budget of $5 million to $10 million | $1000.00 |
| Budget of over $10 million | $1,250.00 |
After completing the NYSAPF Membership Application, please send it to: NYSAPF, PO Box 1115, Albany, NY 12201 or email it to libbypost@nysapf.org. Once your organization is approved for membership you will receive a dues invoice which can by paid by check or online. If you prefer to pay your dues online, please contact our executive director, Libby Post, and she will provide you with the link.
